If your PC uses 600W, a 1000W will have room to spare, but a 400W will not be enough. 1000W means how much power it can give to your PC''s parts. If you''re pulling all 1000W from it, it will be pulling more then 1000W from the wall.

More efficient power supplies will waste less power. For a 500W load a really efficient PSU might only pull 530W. A PSU with poor efficiency might pull 600W. Although this is technically true. However, not even cheapy 80+ Bronze will waste 100w when the system pulls 500w. Most decent PSUs will be at least 80+ Gold.
